Modern Estonia was established in 1918 after World War I. The President serves as ceremonial head of state, while the Prime Minister (Peaminister) heads the government. From 1920 to 1938, the head of state bore the title State Elder (Riigivanem). Estonia was under Soviet, Nazi, and again Soviet control from 1940 to 1991.
